Jeff Davis

Chief Executive Officer

In 1983, Mr. Davis, along with his father and brother, founded Universal Care Health Plan (UC), a California based health plan. The UC network included company run medical, dental and vision centers and a network of contract providers. UC product lines included Commercial, MediCal, SCHIP and MAPD. Mr. Davis worked as the Company COO and CFO, and UC became the largest privately held health plan in California.

In 2006, most of UC’s product lines were sold to Health Net with the exception of a Medicare Advantage Prescription Drug plan (MAPD) Chronic Special Needs Plan (C-SNP) for the seriously and persistently mentally ill (SPMI). Mr. Davis became the CEO of UC (now operating under the name Brand New Day) and grew and developed the SPMI product until UC’s “not to compete” expired in 2013.

UC is the only Health Plan in the country to successfully operate a program for the SPMI population. In 2013, he expanded UC to a full product MAPD plan with an emphasis on management of the C-SNP population. UC’s membership grew to 70,000 MAPD members in 16 California counties and quickly became the third largest C-SNP in the country. 

On April 30, 2020, the UC was sold to Bright Health Group. Mr. Davis worked for 18 months to transition UC to Bright Health Group.  During the transition time, Mr. Davis managed Brand New Day and served as the Bright Health National MAPD President concurrently. Mr. Davis has a lengthy impressive track record of spearheading the development and implementation of innovative, novel model of care programs that serve complex and difficult to manage populations.

Mr. Davis graduated from UCLA with a business economics degree.  He is a CPA with extensive additional training in healthcare quality improvement, information technology and corporate governance.
